If it works as expected your pump is either getting weak and can't pull the water that far, or the pump getting airlocked is the problem. If it is airlock try and follow the intake hose (without tearing your floor up) and make sure there aren't any loops or high spots in the hose that would contribute to air locking.

After much research I suggested that we try a new pump cartridge. They are super easy to install and this was the exact problem with it. Motor was running but the livewell was not filling.
