PIRLS provides internationally comparative data on how well children read and offers policy-relevant information for improving learning and teaching. The study is administered at a key transition stage in children’s reading development: the change from learning to read to reading to learn.

In 2021, IEA’s PIRLS (Progress in International Reading Literacy Study) conducts its fifth reading assessment, providing data on 20 years of trends in comparative reading achievement across countries. PIRLS is recognized as the global standard for assessing trends in reading achievement at the fourth grade. For countries that have participated in previous cycles, 2021 will provide data on two decades of international trends in reading achievement. The PIRLS 2016 International Database has been made available for individuals interested in the data collected and analyzed as part of PIRLS 2016. For countries with data since 2001, PIRLS 2021 will provide the fifth in a series of trend achievement measures collected over 20 years. In 2001, countries that had participated in IEA’s reading literacy assessments wanted to work with IEA and Boston College to build a new innovative reading assessment. PIRLS focuses on three aspects of students’ reading literacy: purposes for reading, processes of comprehension, and reading behaviours and attitudes. In an effort to increase the comparability of results across the international assessments that the United States participates in, the PIRLS 2011 U.S. national report uses a standard international classification of nation-states (see the U.S. State Department list of "independent states" at http://www.state.gov/s/inr/rls/4250.htm) to report out separately "countries" and "other education systems," which include all other non-national entities that received a PIRLS score.

At least one intact Year 4 class, along with all Indigenous students in that year level, from each school was selected to participate in the assessment.
